I always think that Manga's never really get tomboy characters right, in this one she's complaining about wearing a dress that is probably longer than her school uniform? Also would a tomboy really have hair as long as that? Long hair takes a lot of looking after, shoulder length hair would be much more likely

The uniforms material is more stiff presumably, and she wears shorts under the uniform anyway so she usually isn't worried about her skirt flipping up

Her hair actually seems to have a lot of cowlicks and split ends if you look at it. I think it's more indicative of her living situation that she let it grow out because she can't be bothered to get it cut. At most, she does the bare minimum brushing and braided it a little on the side to keep up the "model student" facade she puts on at school.
