Probably slow to come out? Considering he has to 'remind' readers this is not bandits but something targeting Malta despite him having the same realization back in previous bit (when part of the 'bandits' split off to chase after Malta right away)

The previous Raw part 24.2 was released in Japan back in September last year. This part just got released on the 3rd of this month. I think the author finally remembered that they were still working on this series.
