He needs to, sure. But it's not as simple as that with him. Beyond the limits imposed by the general neuroses he carries with him at all times, we saw in the locked storeroom arc how many very bad ideas he has about how he's supposed to treat a GF who, by her own words, is fine with all his (age-appropriate) desires for closing the physical distance between them. Anna needs to find some way to break through both his nervousness and his passivity by being direct with him. She did that at the live show and it worked. She didn't do it here and it bombed.

Still, I doubt there's much she could've done to make the mood right. Even after everything was explained and appeared to be made right, Icchi almost certainly thinks Yamada thinks he has intent to use that thing with her. And he still has no idea of just how strongly urges and desires flow from her direction (SPOILER: They ain't all that age-appropriate). She would have had to be unusually aggressive even for her to get him past thinking and on to responding.

Moe is the gyaru one they told first among the friend group. I suspect you meant Chii, the tiny one that used to be called the 'boyfriend' at the very start of the manga partly because she was more or less Anna's keeper and the one she was the most physically interactive with among the friend group... and she has two little brothers we finally got to meet leading up to this beach event.
