I do kinda wonder what happened with the tutor. Obviously she was just playing with her, but presumably there's a reason she chose to ghost Nagi all of a sudden after she already put in the time investment to groom her. Did she just move or what? Get bored? Seems a bit late in the game to start getting scared of legal consequences, and I sincerely doubt it was crisis of conscience.
Especially given that Yua's age is unconfirmed (she may have been high school aged; as others pointed out tutors may be addressed as 'sensei' by their students) I don't think there is evidence to suggest that she had much of a Plan to speak of (which does not make what she did any less scummy, to be clear). It's just as possible that she acted on impulse and then when the guilt caught up to her, she ghosted Nagi, perhaps justifying it as making it easier for Nagi to move on. Though honestly even having a plan to exploit someone does not preclude later feelings of guilt; people are complicated and weird like that.
This bit is more speculative, but to me Nagi's lines on page 23 sound suspiciously like something Yua might have told herself before ghosting Nagi. Of course Nagi hasn't committed any wrongdoing on the same level, since they're the same age and they had an agreement on the time limit.
