They should have realized something was up about people using bows in the rain. Even modern compound bows kind of suck in the rain, but they are at least functional. Very few historical bows were functional in the rain, as the glues that were strong enough for use in a bow, were water soluble. Bowstrings often made use of sinew due to it being strong and self gluing, however it would come apart in the rain, or at least stretch. Even without the issue of water solubility there are concerns about the bow or string absorbing water and expanding, loosening the string, or warping the bow.

There are ways around that, using single pieces of wood, using strings without sinew, and some cultures would have bows for use in the rain and normal bows. However you generally get a more difficult to use and lower power bow in comparison to the other options. You can also coat bows in oils and wax, but using the bow will create creases in your coating that will let, or even draw water in, so you're only getting limited protection.

Also, does japan even produce any of their own bows? A logistics problem this series hasn't explained is who is doing all the manufacturing for japan now? Because I doubt japan made ALL the parts for their military equipment themselves, or for their cars, or actually made their own bows, or guns, etc.
Suddenly producing these things would be very difficult, especially ones that are niche like microchips, which are still specialised to very specific companies and countries.

But the author probably didn't want to stop glazing his country for even a second to talk about such things, so whatever.

And here comes the token random guy in every chapter that has to say Japan have zero manufacturing capability and China makes everything for the rest of the world or Japan imports everything from Murrica. Japan is doomed without glorious Murrican weapons! Japan is doomed without Made in China chips!!! NOT. Maybe it's you who should look at Japan's manufacturing capability, how many chemical or petrochemical plants they have, how many mines or materials they mine themselves, how many chip fabs they still have, what each of their big conglomerates manufactures before asserting that they can't make anything.

Maybe take your tongue out of Japan's butthole for one second and re-read what I wrote; I was asking if Japan manufacturers and produces everything it uses - and in our globalized economy the answer is likely no - and what disruptions that would cause japan.
I probably should have focused more on ALL the goods and services they use, even those in their normal daily lives such as cars; because yes japan is a large car manufacturing country, but does that mean they make all parts within their country?
I thought the logistics of that would be interesting and could be a fun thing for the story to explore.
But screw me for for wondering that and starting some banter in a comment section, I guess?

In fact, I didn't even suggest that japan didn't produce their own weapons, I said they likely don't produce every part of them.

Actually, I believe Taiwan makes most of the world's chips, not china, which is what I was thinking about when I wrote that chip comment.
But 'murica, china, and japan are the only countries that manufacture anything, right?

• They lost several magic cannons from the mud from the shitty weather. Said rain also caused some of their muskets to misfire. Both ended up reducing their firepower.
• The Lindwurms got killed by the compound bows. That’s basically their tank, so now they lost their frontline units.
• They didn’t expect Riem to join in the fight, and especially not the fact that they brought their wyvern force to help the rebels. They only got a handful of scouts, so they lost aerial superiority.

Tactically the empire went by the book, but the weather and Riem’s intervention tipped the scales enough to beat the empire with a rebel mob. Really a series of unfortunate events.

I mean, forget about manufacturing, japan has something like a 38% caloric self sufficiency rate and something absolutely miserable like 16% for energy so if this was realistic their government would be busy figuring out how to stave off a total societal collapse
