Saying that she should have went there and checked if the region was safe would be like if she treated him like a child or at least not even an adventurer able to gather herbs by himself. Was she also supposed to gather the herbs and left them in a neat gift package for him?
Like you said, the Guild knew that there was a dragon that recently settled in the area. The Guild should have put a giant notice on the board saying that people should avoid this region until the dragon had been taken care of or left. I 100% put the blame on the Guild for not making the info public, not on Sacha for not guessing that a region that used to be safe had suddenly become dangerous.
1) She kicked him out of the team out of concern for his safety because their team was going to dangerous places with monsters he couldn't do anything against. She communicated it in the most stupid way possible to make herself look like the bad guy to make him give up being an adventurer. He didn not give up beign an adenturer, but he stuck to the only quest he was strong enough to do alone : go to safe places gather herbs. like I said, it doesn't matter if the ennemy is a dragon or a couple goblins, he would be in mortal danger. Assuming that she had a reason to think that there would be any monster means that she wanted him dead. Sacha didn't even deem him capable to be their porter, and knew he was very weak when it came to combat, AND treated him like a child when she kicked him out of the party. She could have had a mature conversation with him, and explain that she's worried about his safety. Instead she outright called him a burden that will keep dragging the team down and solely expressed her concern for how Hyce presence will put their potential A rank at risk.
Now onto the herb gathering place.
When Sacred learned of the "perfect place" to gather valuable white clover herbs, not even one of them bother to think "hey, if that place is such a herb gathering gold mine full of white clover flowers, then why has nobody went there to gather said herbs and make a killing? Maybe we should scout/ask around about it.".
plus the fact that nobody has gone there to claim those valuable herbs means that people asked and learned it was a dangerous place, most likely from the guild itself.
And let's not forget that even the guild receptionist knew of the issue, then I doubt they had the information hidden.

It's not the guild's responsibility to bar access to anyone nor play the role of the guardian, their job is to act as a hub/mediator for quests/requests, and assist adventurers with any info requested about said quests.

What happened is that Sacha and Co, were away from the city on some quest(most likely in the nation of Dizara in which direction the wetlands Hyce was attacked by the dragon were), and heard the info there then passed it down to Hyce without investigating properly, or asking the Guild. So, no I still say that the sole responsibility falls on Sacha and her company for not doing their due diligence when gathering information.
Imagine now that the region was inhabitated by packs of minotaurs that require a C-rank party to be taken care of. Sasha would obviously not have send Haise there because he would have been killed. But there are extermination requests for C-rank adventurers, and merchants, travelers, courriers, apothecaries,... who hire C-rank adventurers to go there or through the region.now on the guild itself and if it has a "responsibility".

A dragon settles there, the Guild knows about it but doesn't say anything to anyone. Merchants, travellers, apothecaries and adventurers get killed.
And the Guild Master of the adventurer's guild gives the same argument as everybody in this thread : "You had to ask if you wanted to know if there was a dragon there." Are you saying that it was the merchant's fault or the adventurer's Guild? Or are you saying that it would be Sasha's fault anyway? LOL
Do you see how stupid your argument is? If they have the information about a great danger but kept it secret, they are responsible for any accident there. It is a miracle (or plot armor) that Haise has been the only person injured or killed. But there is no excuse for the Guild not warning people that a dragon appeared in the region. And if the story had the tiniest bit of common sense, the Guild master should have been fired for that.

You assume that the guild dropped the ball, and that's a stupid assumption, then you went in a tirade of reasons of how bad the guild is, and how the flowers were not really that valuable because reasons but the fact that no adventurers were there was proof none knew about the dragon. And trying to make Shasa be the innocent here, when moments before meeting hyce to give him the herb info, SHE WAS TALKING TO THE GUILD MASTER!
Now, I'll show you why your argument is the one that's not only stupid but also one you chose to make completely uninformed.
First as I pointed out, people are not going there to gather herbs,(and even Hyce says that those are very valuable, not only to a herb gatherer like himself, but also to other adventurers who can make the trek on their way to other adventurers). ergo the guild had spread out information about the dragon.
Now to further substantiate why you are wrong about the guild and Shasa both, in the Novel, it is stated that Sasha's met Hyce after first talking to the guild leader to report on a quest they made in Ohara Kingdom, and even then Sasha idiotically doesn't ask about the info for the herb gathering place she got on the way back from her quest. Then she meets Hyce and gives him the info.
Now a few days later when Hyce had left and they meet yet again with the guild leader and inform him of the info they gave Hyce the scene and his words are.

That shows that the dragon was rather common knowledge, and that it was 100% Shasa's and co fault, and Hyce almost getting killed, could have been avoided if Shasa had simply asked the Guild leader (or any guild member, or heck any adventurer in the guild that was not away on a quest like they were) about the damn herb location.
