It's likely a difference between "The Power of Plot!" As the OG Hiro is MEANT to be a scumbag villain who DARES to get in the way of Yuri and is meant to be a Hate Sink. So with the POWER OF PLOT, he gets to ignore the LOW SCORE disadvantages as he can't be EVIL and "in the way so he can get RIGHTEOUS JUSTICE" if it DID apply. But since MC Hiro has to LIVE in the world before the main OG story begins but LONG AFTER OG Hiro has "established his rotten reputation" he is BOUND by those rules (A Low Score for example was likely there to REMIND the audience OG Hiro is rotten to the core, but is ONLY brought up when Plot needs to happen or something like that. But for MC Hiro, it's a PLAGUE because it means HE HIMSELF is limited) and sucks for MC Hiro, since the "Bad Guy Horns" (Opposite of the Protagonist Halo) are fused to his head. Bad things have to happen to him so the world reminds "he's the bad guy" (It's lie Wacky Races where at the time of the show, there was a RULE that "Bad Guys can never win" so when the Villain of the Show won a race LEGIT, as in not using his USUAL cheating methods or such, he was screwed out of a price like the other racers or even disqualified with some bullshit rule! Yes kind of Bullshit since it's saying "Once a bad guy, ALWAYS a bad guy" meaning even IF they do good, "well their the bad guy, so we can't be seen rewarding them, EVEN IF IT WAS FOR A GOOD DEED, they likely were just faking it anyway" which makes you QUESTION the "Hero's" morale's and honor since many of them are the "They'll redeem themselves one day".....so when they do, guess they and the world can't "practise what they preach. Also makes the "Show Mercy and giving the Villain a chance" is just a "feel good" move to LOOK GOOD, instead of BEING GOOD)
Honestly I do like this in a way in stories when the Isekai Reincarnate into a Villain starts "AFTER the Villain reputation is established" because they now have to NAVIGATE the world and story "with the annoyance of the Bad Guy Horns" as in even IF they do good, the writer of the OG story "Karma system" has to "punish them with failure or the like" because "Bad guy's HAVE to be punished" which the flaw of it is, if they were doing good that benefited someone good, the Karma system HAS TO (like an OCD maniac) make it fail because "The bad guy did it" without a DAMN CARE if it was good or evil, just the BAD GUY HAS TO FAIL (reminds me of a FEW fictional stuff I read, Like "Ladybug" where the show runner PRESENTED the FMC Bully as REDEEMING HERSELF, but then throws it out the window for no good reason, makes her a villain again and INCREASES HER BULLYING BY 20x then tries to gaslight the audience wondering WTF with "Oh she was ALWAYS evil, she was FAKING before, you're the one in the wrong for making that mistake in thinking she was redeemable" like he was FEARFUL his "change my mind" will be exposed when it was EXPOSED INSTANTLY THE SECOND HE DID THAT STUPID SHIT THEN DUG HIS HOLE BY DOUBLING DOWN AND GETTING HOSTILE WITH THE AUDIENCE ASKING FOR AN EXPLAINATION)
