I'm not sure if it's the original but the one that causes the popularity is lupin i thinkI've seen this phantom thief trope pop up semi regularly in different anime and manga. Not always, but often including a top hat and one of those masquerade style masks. Even here, though the character isn't wearing a top hat, one is included in the design of the logo.
Where does this come from? Who is the original phantom thief that spawned all these imitators?

Arsene Lupin is from 1907 (and has the top hat though perhaps not the mask). He's preceded by some other clever/cunning morally dubious protagonists, but if not the first he's at least extremely early in the line of gentleman thieves.I'm not sure if it's the original but the one that causes the popularity is lupin i think
