It's like some weird iteration of a Bechtel Test except it's "no group of people can't not end up talking about Ayame & Arase".

Except this test is adorable and not societally questionable.

I've seen this phantom thief trope pop up semi regularly in different anime and manga. Not always, but often including a top hat and one of those masquerade style masks. Even here, though the character isn't wearing a top hat, one is included in the design of the logo.
Where does this come from? Who is the original phantom thief that spawned all these imitators?

I'm not sure if it's the original but the one that causes the popularity is lupin i think

Arsene Lupin is from 1907 (and has the top hat though perhaps not the mask). He's preceded by some other clever/cunning morally dubious protagonists, but if not the first he's at least extremely early in the line of gentleman thieves.

The original Japanese phantom thief was Edogawa Ranpo's Kaijin 20 Mensou, or The Fiend with Twenty Faces, the archrival of Akechi Kogoro (the Japanese Sherlock Holmes).

He's a favorite character for mangaka to borrow. There's a version of him in Detective Conan (which itself is a homage to Ranpo's works) and CLAMP even made a version (20 Mensou Onegai!). His signature costume is a black tuxedo, complete with black mask, black top hat, and black cloak (the Conan version wears all white). He's of course based on the original phantom thief, France's Arsene Lupin, who wears a black tux, monocle, black top hat, and black cloak.
