Talking about stealing her pads would be sexual harassment, the act itself (if done privately) doesn't meet the threshold. You could maybe hit him with stalking specifically because it was a repeated behavior, but not sexual harassment. The abstract you linked to does not match your claim. That abstract says that sexual abuse victims are more likely to have fantasies of being sexually forced than non-victims are to have those fantasies, not that most sexual abuse victims have those fantasies

Also the idea that it's impossible to like being raped or that anyone with fantasies about being raped is really just into consensual non-consent is a false simplification.
There's a big difference between discussing with a man "hey let's act out a rape the next time we have sex" (consensual non-consent) vs being actually raped and hating it and being scared at the time but then later on masturbating to the memory of the real rape you experienced and being drawn towards those situations (of real rape, not saying "hey let's pretend" to a man) in the future.
