That's confirmed alright. But "his" ogres are also "weak ogres" just double a normal human's strength, rather than 10 times or so. And he's a biological expert, so he "knows" their weak spots and how to handle various types of humanoids.

That drug is not explained in the novel but that's the common denominator of his technology, almost everything he uses is illegal because it's easy to abuse or people used it incorrectly.
