She flat out is the strongest, being the creator god. She wills it, it happens, she just has a forever case of torpor, a lack of interest. To say anything more would go into spoiler territory.

Kuro isn't as powerful, but she is more.... specialized. Info about their dynamic should be coming soon in the story.

I do find it funny that the most powerful being in the world is like number 4 on the list of possible romantic partners. Isis is #1 of course. Though, being the creator, she could also be considered all of them as well.
