So, if she's friends with the future Queen and right now can prove that she's highly intelligent and has decent rapport with a foreign Prince, couldn't she have a higher position than her half-brother? As something like 'prime minister' isn't a hereditary position?

The position might not be hereditary, but being an ennobled lord or lady might be. True there are many ways to make that happen outside of her inheriting the position from her father, but from the the future queen's perspective, it would be the easiest path forward.

I get the depressing feeling we will be getting a PoV account of half-brother's last days as the heir. If so it wouldn't surprise me if that isn't how future punishments are also detailed.
