Historically, heeled boots were worn by men of status - they originated in Persia around the 10th century or so for better stability while on horseback, and when Persia brought them to Europe in the 17th century, they were first adopted by men as a show of social/economic status, because of this association with horseriding (and you had to be wealthy to own your own horses for the pure purpose of something so leisure-based). Women of status adopted them afterward around the mid/late-17th century, and it goes on from there.
Not saying that has any bearing here with what this character or the intent of the artist, but.
Maybe he's gonna be riding ....horses at some point, or something.
