"Popular New Titles" to not take in account clicks because of "Popular New Titles"

I've noticed that "Popular New Titles" List often doesn't change for weeks, even though some mangas only have one single chapter with no updates for weeks.
I suspect that it's because once a manga is on the list, it gets more clicks because it's on the list and shown to everyone.
I myself often click on the same manga multiple times, in hopes the manga has a new update/chapter, just to get disappointed.
It's probably more fair and interesting, if the popular-new-titles ranking doesn't take the clicks from the list itself in consideration. Maybe mark it in the query string of the links shown there. You probably know better.

I hope it results in the list getting more rotation of new titles.

That issue of self-feeding is a very common issue with "trending" or "most popular" lists, and yours is a good solution to it.
(pixiv top images by tag come to mind)

With the "popular new titles" though, I suspect the issue could be different, and it could be just a matter of the list updating weekly or not very often, because the "new titles" part should by itself filter out the series in the list once they are no longer "new", and you should also consider that to generate that list enough time must have passed for the "views" to pile up for a ranking to be generated, but who knows what are the real rules for that list.

It also depends how the "views" used to generate the ranking are tallied.
Some sites go for it in the simple but dumb way, to just have a single number in the database for the views, each new view increases that number. It's simple, but it make it harder to gauge changes over time, becauuse it's just a single number, you can't take out of it the "time" when those views happened. That also means any and all ranking based on simple view numbers are inevitably going to become static, once the top numbers are set in stone. (myanimelist comes to mind)
Other sites instead count the views in a more complicated but more useful way, every single view has a timestamp, the total views numbers which are shown are the sum of all the single view records. That allows to understand when a serie did grow in popularity, when it lost popularity, when it settled on an average, and it also allows to have ranking lists which actually show which serie is currently getting the most attention, all with accuracy. (steam comes to mind)
It depends which system of the two mangadex is currently using.

Which is the real request, how that's actually done is up to the site devs

It's based on follows from titles created in the last 30 days.
