Actually, Domacles' first visit was in Chapter 19 while Ilulu arrived in Chapter 30.
Woops, got mixed up. The anime/manga timeline got swapped around for pacing. It was Elma that appeared after Damocles, but in the anime she appeared before him (and alot of chapters).

I remembered the author Q/A answering a fan question about where Ilulu was (for season 1) and he said sorry, they had to cut her out (of season 1) and meanwhile move Damocles to the end of S1 for season finale drama pacing, then move other chapters forward before him, and I got everything mixed up from there.

Take got kidnapped again?! Worse yet, Ilulu and Elma can't remember him, so no one is gonna go save him.

My bet is on it being Tohru's mom, who has the same Divine Horns as Lucoa, meaning she could be Seiryu, the Divine Dragon-Beast of the East. It would be easier for her to do all these things and wipe their memories, Lucoa is proof of that happening.

Edit: zdanputra found the chapter she was introduced, chapter 127.
Lucoa called that dragon ori likely a reference to Hoori. A prince who marred the dragon Toyotama-hime. The daughter of Watatsumi the sea god (also a dragon.)
the tail goes that Hoori married Toyo with out her telling him she was a dragon. And when she gave birth to their son. Even though he was told not to he peeked at her. Revealing a dragon cradling a baby. Ashamed her husband saw her true form. She then ran back to the sea, abandoning her husband and child (Ugayafukiaezu) after braking his promise.

she even appeared during Elma’s wedding. And her home was apparently an undersea kingdom where she got married.

But considering that she’s called “Ori” and not something like “Toyo” is seems that Hoori a dragon when he was a god/human in the story. So it seems that the story in this universe is going to be vastly different?

Nvm the PLOT Fafnir strikes me as a guy who would have a Sword but he owudlnt tell anyone since its HIS and why would he want to share ya know?
I've a feeling Faf-kun probably has a stash of legendary stuff somewhere. Probably cursed stuff. Like Balmung or something.

Problem. Timeline wise, Ilulu came before the Emperor of Demise did. Anime just swapped order around for pacing, but Ilulu came first canonically by manga.

So whatever ideas you have sort of fall apart there.
Oh yeah... I completely forgot about that...

Could it possibly be another remnant of God? Memory modification of multiple powerful dragons plus Azad and sending some of the most powerful, famous, and influential dragons/wizards over to another world to undermine the factions?
Add in how a god got reincarnated into another world in a area that is becoming a nexus for powerful beings to congregate means there is something thats drawing those to there.

From that information it seems that their desires and searching for something has drawn them to the world.
Kanna was kicked out of her home after breaking the dragon ball and probably was searching for Tohru and ended up in the area where Tohru landed.
Lucoa and Fafnir were invited by Tohru and ended up finding a reason to stay in this world
Elma came to find and retrieve Tohru and ended up finding multiple reasons to stay
Emperor of Demise came to find Tohru and bring her back to their world.
Iruru wanted to find "Enemies to fight" and was drawn to where Tohru encountered Kobayashi then found a reason to stay
Kurumene came to find Iruru was defeated and sent back, when Tohru even arrived after he hurt Kobayashi he called out for Elma to help which meant he knew she was in the area.
Kimuin and Azad came to find Kanna and retrieve the dragon ball despite no one telling either of them where she had gone.
Jida chose Elma because, someone, suggested that Elma was the ideal candidate for their plan

Now Jida is kinda the odd one out but i guess "Searching" for the ideal pawn for their plan could count.
Now this brings up the question. why did Tohru, when fleeing from the god transfer dimensions specifically? From her backstory she wanted to be alone and free to do what she wanted which she did achieve after she met kobayashi.
I'd say either the human (Earth) wizards are responsible, or the gods of the Earth as opposed to the other world. If it is the gods of the Earth, I expect the point is to oppose the wizards by creating conditions for their plans to fail. I also assume a fair few of these events are whoever is pulling the strings taking advantage of things going on, rather than outright setting things up. The dragons and ex-gods seem to be entertained by day-to-day struggles and pleasures, and once you know that, it isn't that hard to just push them into the area where someone can contain them when they are still adjusting.

I suspect the Earth wizards due to the last chapter directly related to the game dev arc outright saying something about an apotheosis project, and if you are looking to ascend someone, you need a power source. Dragons like Tohru would make a convenient power source. I actually suspect that they intend to ascend Kobayashi if it isn't one of them.
