Y'know how the U.S. used to have "Don't ask, don't tell"? That's more or less how Japan treats bullying. It's a "private problem" and bringing it into the public eye risks beinging harm- or even just inconvenience- to the community; in this case, class and/or school. So more often than not the victim is expected to suck it up and self-sacrifice for the good/convenience of the whole.

It's getting more and more pushback as of late, with more advocacy to actively deal with bullying, but it's not universal. And it is unfortunately why so many manga provide such fantastical and/or cathartic solutions to the MC being bullied.
