I don't think he actually thinks that, he's trying to win her like she is a character in a date sim game choosing the best options.
You know, playing with feelings is bad but she also sincerely turns them down and doesn't use the fact that she was toying with them to like bully them or anything, she keeps it entirely to herself. So I guess it's not actually all too bad?
