The RIAA and MPAA and such, being based here, have somewhat less trouble, uh, convincing the powers that be to help them chase intellectual property matters. Here in PR we even sell pirated movies, games and music off the side of the road here without much trouble, as long as you're not too blatant about it.

We pay a small extra fee for "possible piracy" (max ~6€) for each tech device and that fee goes directly to authors (no clue how it's actually distributed, but as long as they get paid, it's okay for me)Translate please, @MangaDex.
