Because the ISP sends nastygrams when they get caught.
I believe that consuming pirated content is subject to fines in countries like the US
Not generally (though it might open you to legal action), but it can get your internet service shut off, which is probably worse.

That's a thing there? So being able to just dl anything without issues is not something all countries can do?

Here in PR we even sell pirated movies, games and music off the side of the road here without much trouble, as long as you're not too blatant about it.

Isn't it if you pirate stuff from your own country that they start caring for realsies?
The RIAA and MPAA and such, being based here, have somewhat less trouble, uh, convincing the powers that be to help them chase intellectual property matters. Kind of like how Japan is way more worried about domestic manga piracy than Western piracy.

Meanwhile here for every tech purchase there's a small fee (lookup "canon digital SGAE") due to orgs already expecting the devices to be used for piracy...

I think they take piracy seriously and could even take legal action against you

Your country must be like mine. They fight piracy on the supplier side but are much more relaxed on the consumer side
