I'd argue that short time preference should be part of the definition of evil. It's taking shortcuts to get what you want, consequences to others be damned. Long term evil plans can exist, but they always feel a lighter shade of gray than the short term ones. There's inherently some valor necessary to execute a long con.

When you go past the usual "evil" descriptions like murder and rape everything blurs, since what's evil for some is good for many. Liam's technically overtaxing his subjects and spends big amounts of money on a whim but since he lifted people out of poverty it's overlooked.

Liam tells everyone he's evil. They all think it's just his weird sense of humor, not realizing that he's incapable of being cruel to people who don't deserve it. He has the potential, if he treated civilians they way he does pirates he would be the most hated man in existence.

but he's not a bad person so he just comes off as excessively righteous, which is why people borderline worship him.
