Floor 9 could make for a good dungeon city. Build some houses, plant some crops, and people can live/rest there before going down to the deeper floors. Then do the same on floor 19, floor 29, floor 39, ect.

The info extract spring you are referring to is the boss floor's spring. The 9th and 10th floor springs are a XP increase and stamina recovery combo to help train explorers so that they can dive to deeper and deeper floors.
Do MC have plans to make the floor a pit stop, such as adding walls for a safe zone?

9f's spring isn't that.
It's a spring that mends injuries. I don't think it's potent enough to regrow a lost arm but it'll fix the long term effects of an arrow in the knee. You can consider it a combo in the sense that non-viable fighters can become viable again or people out of their prime getting their body restored in a state close to prime.

9f's spring isn't that.

I call it a combo because the female knight corps start looping between the two hot springs as a form of training.

The world they are in doesn't have levels,
the boost from the hot springs was able to make a human train to their utmost limit, and I meant the page with the queen visiting every hot spring and one of them having "mysterious" in the descprition because they don't know what it does but think that using it is fine as all the others are good to humans, if I'm not wrong it was the 5th floor hot spring that had a unknown effect and MC explained later that it was made to extract information.
If with boosting XP you meant how it helps them train then yes, but is not the same thing

The world doesn't use levels as inhabitant facing concept, but it still seems to apply as a mechanical concept along with various other RPG tropes.
One of the two springs boosts their rate of improvement which effectively makes it an XP boosting buff spring.

A big point in the web novel is about
the MC's perspective and knowledge from living in the modern world gives him a significant advantage managing dungeons. He has a much better awareness and control of the dungeon due to his holographic computer style interface when others are using written/drawn books and scrolls.

He is also aware that exploration will stall out if those exploring are unable to keep up with the strength of the monsters created by the miasma. The 9th+10th floor set up is meant to be a key factor to counter this issue.

This is reinforced when he later interacts with the top dungeons.
The largest dungeon was able to get as deep as it is mostly due to the RPG style gear it hands out and development stalled when the strength and skill of the explorers was no longer able to handle the deeper floor monsters even with the best gear available.
