★ Meanwhile, Kouma, left standing alone in the restaurant, assumes Nanase's just jealous and figures she'll be back to normal the next day. He's convinced she'll always forgive him no matter what, and that eventually she'll even let him date other girls too. The next day, checking in on her at class, he sees her getting close with Yuusuke and just assumes she's doing it on purpose to make him jealous since it's his old rival. This somehow makes Kouma even more confident that she's still totally in love with him.

★ After school, Hiyori goes to Yuusuke's house to help cook. His mom and siblings come home early and are shocked to see him bringing a girl home. They invite Hiyori to eat with them, and his siblings immediately start teasing them about their relationship, asking if they're dating, but Hiyori clarifies they're just friends for now. After dinner, Yuusuke walks her to the nearest station so she can grab a taxi home. She asks if she can start calling him by his first name instead of his last name like at school. Understanding that she's still dealing with trauma from Kouma always hiding their relationship, Yuusuke lets her do whatever makes her comfortable.

Like for some reason she doesn't 100% fit it for me, idk if its because I'm used to seeing shortstacks with way bigger tits or maybe they need to be shorter then her? like I see the FL of Ore ga Inai to Sugu ×× ru Hakanagi Kasumi to be way more of a short stack then this FL

different artists will have different stylistic interpretations. you also have to take into account the relativity of all other parts of each series as they apply and relate to the characters in question.

That or your perception of things is distorted due to visual exaggeration for the sake of style or aesthetic or gag or gimmick. Because looking at the two characters you've highlighted, I would argue they both fit the bill, with respect to the series they each reside within.
Because both are short, both are busty beyond what you would expect for their height / dimensions, and that's effectively the criteria for "shortstack". One having "way bigger tits" is a result of the artist's preferences and style, and not due to some objective metric of what makes "a shortstack character" across the whole of manga as a storytelling vehicle.

Yeah, you're way too far gone. If you're going to use a final boss ultimate form like Hakanagi Kasumi as the reference point, anyone else might as well be a washboard.
