To be fair the world has been ass-pulling things to kill him.
Wouldn't surprise me if this clown thinking he's hot shit without realizing he's been secretly (and rather ironically) buffed and put on the 'good guy' side.

So far clown guy has only shown to be more skillful (not more powerful) in recognition disruption (pg14 bottom panel, middle bubble). And the miasma only boosted MC's power, not his wisdom.
So it could be that clown guy is simply more cunning than MC and more skillful in one particular skill, namely stealth, to help with his cunning, but in terms of power is no match to MC at all.
I do think he's a bit of an ass-pull but I'm not throwing judgment just yet.

Standard shounen battle manga logic: always escalate the power scaling to keep the story rolling, no matter how absurd.
If the author can fart out someone stronger than the MC, to pose as "the villain of this week", they will.
I agree it's in really bas taste to shit out this kind of character, it reeks of a juvenile mindset: "I never said the MC did NOT had any rivals as a human!! It's possible!"

I'm guessing that the clown is another general of the former Demon King. It would explain why he hates Dwight claiming to be the new Demon King. As for him not detecting the clown, its possible that is the clowns specialty and the drugs are just another plot of the world trying to kill Dwight.

the power scaling is wholly fucked in the series, nothing other than asspulls can present a reasonable threat to the mc.
Did people just forget that it’s been spelled out, literally by Dwight himself, that the Will of the World creates ass-pulls just to oppose him because of how insanely unnatural Dwight’s attempt at world peace is to how the Will wants things to work?
Like the mid-battle power up of Heroes, and even bringing in an isekai Hero with the Will filling in the blanks of engineering schematics so that they would actually work, have been in this manga since the beginning.
