Love seeing a character point out that idealistic viewpoints require appropriate strength to be realized
In the context, though, it's a pretty silly thing to say. "I am sending you to teach some out-of-line brats a lesson!" "I prefer talking." "That's a luxury for the strong!" "If I was weak, violence definitely wouldn't work, though..." "...Ah, right."
Obviously you need strength to protect ideals (or even just law and order), but this isn't someone trying to change society (or at least, not yet). The idea of resorting to violence right away is pretty absurd (and if you really have roaming bands of kids beating people to dead, perhaps you should arrest them). Talking things out is the best option, whether you are weak or strong.
It doesn't seem dark elves are universally hated, and if they were, she'd be better off leaving anyway (forcing herself in the middle of people that hate her seems a terrible idea).
