Eventually he does, but I don't remember when in the story. He is a collection of spirits of forest animals that were Van's first undead and combined to power up. So, there is some rodent in him.

He wanted to resurrect her body but it got broken by the stupid spear+golem dragon, so like the other dude said I think he's working on a perfect homunculous, basically he wanted to give her the best body he can, I do remember that her spirit is slowing fizzling out so he needs a body asap but I don't recall how much time he has

Usually tho, it’s spelled “Cesare” IIRC if it’s supposed to be pronounced as “che-sa-re” (Italian spelling IIRC)
