Manga piracy naturally isn't legal in itself, but there's a difference between doing something illegal and being in trouble for doing something illegal. In the latter case there's more of a need to respond to it. It's similar to say if you're speeding down a highway, you're breaking the law, but if you see a police car coming up, you'll slow down to avoid getting in trouble. They're following the law more closely due to eyes being on them for certain material, and they'll remove that material due to that. It's similar to Mangadex having to respond to DMCA takedowns for certain series. Just because they're a Manga piracy site doesn't mean they're going to blindly poke the hornet's nest every time they get in trouble. Sucks that this is happening, but it's kind of the inevitable outcome when a piracy site gets enough traffic.

It's always illegal to steal and distribute copyrighted content, but becomes something you need to address when there's threat of legal action.
