I think he is likely to be an evil merchant, but in the classic going too far to undercut things and get people to sell him things at too low of a price, rather than slave trade. Honestly it would likely be a lot more profitable to get the murderchickens to collect high quality materials for unreasonably low pay than to try and sell the murderchickens.

My guess with the merchant is that he’s used to royalty and other powerful figures that may otherwise see through a shallow sales pitch. Last page suggests a release in tension so it can go in ether direction with the mystery merchant.
