While I do agree with you, Shinji Saijyo seems to think different... Heading into his later series, he's only going to lean into the ecchi factor more and more.

there actually isn't anything in the Japanese dialogue this chapter thats confirms Watabiki's gender, i sorta made the "guy" assumption after seeing the uniform (and have since started second-guessing that decision since in the flashback it looks like he's wearing a skirt) anyway technically...
