I heard that that's exactly why legal adult age has been lowered to 18 y.o from previously 20 y.o in Japan. It gives access to 18 y.o to Credit Card, Driving Licence, and yes, Prosecution. But not alcohol and tobacco, they are still 20 y.o minimum.They were 17-18 depending on birthday
