Trying to capture Himeno at home, by surprise (making the first move before she can plan her escape), sounds more optimal, however there was still (the relatively small) possibility of Rie finding out about it (by chance) and warning Himeno and her mother.
Seems like capturing the "queen" (and weaponizing the technology behind her) is more important than killing her (protecting the population), so if the assault team gets word that the queen has escaped, they'll finish killing the "soldiers" fighting them and try to get some piece of evidence supporting the "queen"'s existence to get the support of public opinion. If they fail to get evidence, they can still get away by, for example, blaming a terrorist group (they've isolated the area from potential independent journalists) and planting evidences to make it look like someone else (terrorists) killed civilian girls (if they don't, they'll have to explain themselves to the girls' parents).

This is a possibility, but they either don't know about Himeno's personality (which should be unlikely; they should've done a background check on her), or their information about her doesn't seem to matter (because to them, there's the possibility that her personality was overridden by the insect queen).
Maybe three things could happen if they asked or coerced her into helping them
1) She accepts it (while having to be protected by the army/police against rival organizations that might also want to weaponize her ability)
2) She refuses it (army/police will then coerce her or kill her to prevent her from falling into enemy hands)
3) They drop the idea of interrogating her, based on what previous wasp queens have done (if Himeno, as seen by the army/police, would somehow think that the army/police isn't enough of a threat, she could have the option to go against it, attaining the reward of not being used by the army/police, while taking on an acceptable risk)
