I mean, come one, Miku pretty much pinned him down and told him she is going to eat him and he kind of accepted this, she is the only one who had an actual passionate kiss with him, not just a surprise kiss or goodbye kiss (and it looked like there were a few more kisses behind the scenes). The winner was already decided, author just put Miku in the middle because the chapters are in the order of birth.

The author probably gifted Itsuki an extra chapter, because she is the first girl, and she had the fewest romantic moments with him, and also as a distraction, otherwise nobody would really believe it would be Itsuki.
