I think the implication is that either the Genie taught him the mouse magic without it costing a wish, the resurrection didn't count because the first wish hasn't been granted yet, or going over the wish limit is why the lamp says fraud detected

The first wish was never technically granted. The genie turning himself into his sister doesn't count, but it WOULD count if the mc accepts that the Genie is his little sister anyway, which is why there's an emphasis on him doing just that. Since he made his first wish, he was able to make the second and third, but since the first was technically never granted, the granting of the second and third wishes don't count. I think this broke the rules, hence the "Fraud detected" at the end.

I think it's because his first wish and his "insurance" wish were cancelled when he died, and his counter was reset to zero. Then I guess he re-wished for a sister as his new first wish for whatever reason and then made the mouse-curse his new second wish.

But this does seem a bit confusing, and I'm not really sure of my answer, myself. It doesn't seem particularly logical, but it's the only thing I can think of at the moment.
