Okay, so Fleur wears a collar when she shows up but there is no chain connected to it.
In the last panel that she is shown in however there suddenly is a chain connected to her collar.
So where did that chain come from?
And to where is the other end of that chain connected?

Melvie was the strongest swordsman in the country before Leo a.k.a. "Sacred Sword" showed up.
After losing to Leo she lost her position and felt humiliated.
Due to that she went to train as well as search a way to become stronger.
She obtained some kind of "tails" that work like snake swords and intended to kill Fooly who is close to Leo before killing Leo herself.
However she lost again and was hence sent to prison for attempted murder.

It usually has a chain on it at all times. IIRC, She wears is to show her submissiveness to Fooly since she is a bit of a crazy one. I could be remembering it wrongly though.
