I don't know what kind of honkey-ass military author is trying to create, but going against chain of command has always resulted in corporal punishment.
Discipline within a military is serious business. Always has been, always will be. Especially within an system like hereditary absolute monarchy.
I know the author had the desire to show how easily goodwill turns, but this was not the way to try to go about it. Throwing a rock at a general visiting would get a soldier caned at best, executed at worst.
Especially if that general had a connotation for being an absolutist. And even if not; a general that fails to uphold uniform code out of ignorance, is worse that one that violates it intentionally.
