First, the inconsistent spell for this name. Cain call this character "John Luca" but at the end of the chapter I read "John Luca". I assumed this was the same person as "John Luca".
At second, "John" then followed by "Luke" or "Luca" is not smooth to pronounce. I lost track of the plot because I tried to find if the character's name was "John" or "Luke"

I can only see horrible consequences resulting from such a law. Not just discrimination, but also anger of persecution and overall nationwide loss of magical knowledge and control.
Sure regulations and training are needed, but just locking the ignorant in there own bodies doesn't resolve anything.
