He must have gone straight to his office assuming she’d flop under assessments, and drafted them immediately considering how they weren’t even finished with morning practises. his words were completely hollow and he was always planning on kicking her out while trying to seem gracious and fair about it. Hell, he acknowledges she’s as strong as a court magician and still plans to kick her out even after listening to the teacher, just on the basis he thinks she lied without being able to prove it. He even goes as far as to slander her as a noble, beyond her role as a student, because of his assumption.

And yes, I’m aware level 99 is considered a ridiculous impossibility in this world, but at the same time they did nothing to prove their claims or be objective. He basically said “let’s test her”, didn’t watch, then went to punish her anyway.
