Yep: the key element is that regardless of the basic Prisoner's Dilemma setup, both participants see the lamp in front of them is lit. The psychological element is not the presented dilemma problem, but trying to decide if the 'betrayal' you can observe is actually true or not.Do nothing: neither lamp lights: You both win!
Power the one in front of you to trip the other lamp to light, and the opponent does nothing: You Win++
See the one in front of you light up, and realise that a single caster (I think this is the part that was glossed over) has to power both to extinguish the pair - You can't see the other lamp without getting up from your seat: YOU LOSE
You stay in your seat and power yours so the other lights up in a standoff tactic: YOU BOTH LOSE!
So the trick is to tempt people to either betray the other for benefit or out of fear, or to trick them into panicking and getting out of their chair to try and see both lamps.

That’s how I interpret it as well, but reading it in the panel might make some readers wonder about the discrepancy. Thank you for your report and suggestion as well!@TesutoLTSF Pretty sure the reference to the human heart is allegorical, not literal. As in the emotional center of the self, while the brain is the logical center of the self.
Heya,A minor error on page two; Amber-sensei says "And one is commoner." The letter "a" should probably be used before commoner, since indefinite articles like that help out with understanding for the reader or listener.
