Actually, with the evidently french names and the oddness of katakana > romanji you miight be onto something here.I don't know how well researched Ueyama Michirou is, but it might be derived from Galatia, a name which I've read a few historians say might have been what the native Gauls called their 'country' (which I mean by the territory we mostly know as France, but which the more anal would claim is Roman Gallia - though many would debate this due to the fragmented nature of historical Gaul itself).
Quite frankly, I'm a bit dissapointed with that map. As someone who likes to collect Qbam maps online, Europe didn't have to look like the modern counterpart. Ueyama Michirou could have made Galaxie look like Tetricus' Gallic Empire, or given Germany it's First Reich borders, Hungary its Matthias Corvinus territory, or a Poland that would have been identical to Jan Sobieski's realm.
Personally I don't like to think of things in terms of "The author chose to write it this way" in regard to in-world information or events. Really takes you out of the story imo.Honestly, it feels like this is another "this is how it is done, whippersnappers" moment from this mangaka. I'd give it 50/50 odds if this was planned, but he gave a perfectly good explanation for why the characters didn't think about this before now. Something that needs to be done if you are coming up with the world as you go.

Trying to speculate on what is going on behind the curtains is a problem I have. Particularly in cases where things stand out one way or another.
