So Hinata really only want to take Naori’s liquid (alcohol) in, while Naori is giving her liquid (alcohol) to just about every ogre (girls) and yokai she met.

And, Naori just leaving Mikage behind without even checking on her wounds is quite harsh. (Hinata was unconscious when they brought her in, so she probably didn’t know that Mikage was around).
Though it is possible Mikage was also hiding due to the “orgasm” incident.

Yeah, she reminds me of government clerks in my country; people who are all too willing to abuse what little power they have to stroke their own egos and make life difficult for others. TBH, with talk of "traitors to the regime or whatever", she may indeed just simply be an edgy/insufferable "government clerk", a mere human abusing her "power" over ogres.

That's basically the translation of the title 酒と鬼は二合まで /Sake to Onna wa Ni-gou made/. The kanji 鬼 is read as 'onna' (woman) instead of 'oni' (ogre).
