Right now the forums in all categories are being spammed heavily. Spammer is creating a new user, spams forums for a bit. Creates a new new user, repeat ad nauseam.

Can we:
1. Limit new user to not post until at least a day later.
2. Limit user to X number of new posts within XX min/hours. This could trigger heavy users too.
3. Not counting using VPN, disallow multiple users from the same IP location.

1. doesn't help because they'll just wait a day and then spam
2. doesn't help because they'll just make more accounts, there's already posting restrictions, or they'll wait a day for the restrictions to be removed and then spam
3. doesn't help when they're using many different IPs
