People are shitting on niji, but character wise the only odd one out is meguru, she is in the "process" of unraveling her degeneracy while rest of them are committed to their degeneracies.
She could be a sadist or a masochist, but I think it's the former.

No, Niji stands out because she's delusional and harmful.

Meguru is also somewhat harmful to Azuki, but more in "this is unfortunate" rather than "holy carp, she's craaaazy".

Remu and Azuki are weird perverts but they're literally harmless, not hurting anyone else.

Truly don't get the reaction to Meguru this chapter, she hasn't shown a single ounce of disgust or judgement to Remu. Hell she was genuinely surprised when Remu called herself disgusting over the figurines, surprised that's how Remu sees her.
I don't find it surprising at all. Meguru has openly shown disgust towards all things sexual in her home before (to Reimu and her mother), and Reimu has been harshly judged for her inclinations before, even from an early age.

I am not talking in universe I am talking about the audience reaction to a woman we know better than she might well knows herself. I am talking about how we have been shown Meguru is on a healing journey and yet the first reaction a lot of people have is to dismiss her.

We know why she does the things she does, but her presence in the narrative is a sword of Damocles over Azuki and Reimu. It's not surprising that people aren't fond of a character who's been presented as someone who projects her insecurities onto others and acts like a busybody.

Okay honestly tho, it felt like Remu communicated it pretty nicely and somewhat clearly. Plus I felt like Meguru got the idea it was just "figure stuff" so THIS MIGHT BE SAVEABLE IF REMU LOCKS IN NEXT CHAPTER

Thats what I was thinking! But her stepsister(I forgot their names) did hear a but of their convo on the phone, so it'd be hard to lie
Meguru also was contacted by Niji who is trying to entrap/blackmail Remu and snitched on Remu and Azuki - and Meguru knows a little bit about Azuki's "thing", so.

The doll parts being in Remu's room, made of clay, after being given that info means she would reasonably assume that her stepsister was lying to her (also given how flustered she was getting for it to then be "it's just modeling clay figurines").
