It's a pretty smart false-flag operation. They've already determined that there's someone out there that has the ability to explode things with their mind. In the case that said person had others who were keeping his ability a secret, they'd probably want to turn him in if they believed him to be a terrorist, and if he hadn't shared his secret yet, being seen as a terrorist would dissuade him from grouping up with others to organize an attack.
