With the con the user has, seriously, don't you think upper arm is more tempting. The consistency dude! The fat, meat and temperature(?). My list maybe like this:

Who are your favorite villains? Be it from manga, comic, or games. Mine are:
The Riddler (Arkham series). Riddler trophies aside, I think he's very charismatic. His mannerism is what I imagine when I'm playing an jerkass high-charisma build in Fallout NV/4
Bane as well. I like him because he always respects Batman.
Dr. Doom is badass. I love his MvC3 quote to Wolverine, "I'll make you wish you were facing Magneto!"
Mitsuru Kuroiwa from Judgment is solid as well.
As for manga villains... I dunno. I really gotta find a good manga, and quit reading isekai slop.

(So far I've listed game villains... which reminds me, I'll have to get back to .hack//G.U some day)

Gotta give that to Johan Libert, he isn’t just a villain, he’s a force of nature in a designer suit. No laser beams, no world ending schemes, just pretty twink gaslighting people into destroying themselves. Dude doesn’t even lift a finger he just tilts his head, whispers in your ear, and suddenly you’re questioning your entire existence. He’s the final boss of psychological warfare. If evil had a customer support rep, it’d be him, calmly explaining why your life is now in ruins and why it's actually your fault. Absolute king.
