There's a sense of irony to me that a group that removes titles with official english licenses would be upset that MD "had a change in direction" whatever the fuck that's supposed to mean. I assume it's referring to removing the toddlercon.

Wish there was a written rule for reporting inactive groups to unlock upload restrictions.

Every group has the right to decide where they want their stuff uploaded. Even if it's for arbitrary reasons or reasons you might not agree with. If they lock it and don't upload here, then it should be respected imo.
Similarly, MangaDex has the right to arbitrarily decide what gets on the platform and what doesn't.
