Honestly, I don't feel like it's hysterira or anything of the sort, I feel like it's just Fujimoto not giving a fuck.
It's not any better that we're wondering if something we missed happened that justifies this lack of in-universe lack of concern.
But hey, we had one boner joke this chapter, so I guess it's peak.

There is hysterira shown throughout the chapters constantly. Chaos was going on in the background throughout most the chapters. I think you forgot we are following insane people who have fought devils on a day to day basis or are devils. Im pretty sure the last two chapters we have seen people in the streets with bats and spears fighting chainsaw head devils things.

But people are just walking the streets normally, and the girls are dressing up to go to school and do festivals and stuff?
Can't you do something more interesting with societal collapse?

IIRC they cited the exact number of people who made the contract with the fire devil in that mass wedding ceremony and it wasn't even close to being most of humanity. Tokyo is wrecked because of Asayoru, the rest of the world is probably mostly okay in comparison. These are people who live in a perpetual state of low-intensity warfare against devils, of course they're numb to it all. This all seems like a slightly worse month for them, not the end of days.

Can't you do something more interesting with societal collapse?

I'd rather have this than another fallout clone.

Avoidance in the face of disaster is a pretty common theme in literature; human beings will attempt to rigidly hold onto their routines to avoid facing and dealing with the new reality of their situation

I mean how often in real life have you heard about people not getting tested because they'd rather not know they have a disease, or ignoring a Check Engine light hoping it goes away?

I'm sure Fujimoto gets a massive hard-on from killing off important characters. I'm surprised he hasn't killed of Denji yet, considering we have a new mc who can use Chainsawman as a weapon. That way, the title of the manga still makes sense if he dies.

As for societal collapse, I'd still like to see a little more self preservation amongst the citizens. Like if this devil attacks have been a regular occurrence for a while, shouldn't the population numbers be pretty low? Like irl the birth rate is declining because of work-life balance and higher costs of living. Wouldn't freakin random monsters deter people from having kids too? I totally get living life as normal to cope with the fear. But you'd think there be some advanced evacuation or diversion technology from local government that went into city planning. I'm thinking like Evangelion, Kaiju 9 or One Punch man. So far we've only seen people running around like chickens.

I can't remember how long devil attacks have occurred or if its been mentioned. But if it has been for decades or even centuries, there's no way the city would have been designed the way it is currently. Like who's building these tall ass buildings and open spaces that are literal feeding grounds for monsters?

Sidenote: Humans are technically at war with the the devils so I wonder why Yoru has gotten so weak? It's not like people have forgotten the fear of a massive enemy. Do the fears only apply amongst humans? Would be crazy if he throws in angels that are from joys (or whatever the opposite of fears are). Like new car angel, sex angel, nap-time angel, summer vacation angel,...idk.
