She's supposed to be broken. She can be that way because she's not a full-on antagonist. More like a puzzle to be solved, which she herself doesn't quite know the answer to, as of yet.

It appears her plan is to use underlings like Famine and Fakesaw man to deprive people of hope, and welcome the idea of death, decreasing their fear of her and thus preventing the prophecy. Famine to starve people, Fakesaw man to destroy the hope of Chainsaw man saving them. I'm sure she will have a host of other devils doing her bidding as well, each torturing people to the brink where they'll prefer death as a release.

The biggest threat to that plan is probably Yoru who will want Pochita to cough up nuclear weapons, and weaponize Denji, in order to terrorize people and make them fear her, and death.

We did, he's one of the devil hunting school kids who made a deal with what he believed (and still believes) to be the Justice devil, but was in fact the Fire devil (who is in cahoots with Death).

This was another one of Death's schemes, to have people make contracts with Fire devil, who increases its power as the number of its followers grows. Fire devil then turned all the followers into chainsaw devils (to increase people's fear of the Chainsaw devil, and thus strengthen Denji enough to potentially kill Death).

What makes Fakesaw man different is that he made a contract directly with Fire, rather than just being an unknowing follower like all the "Chainsaw church" members, who turned into low-level fiends.

I was thinking like a devil for a while and then I came up with 2 scenarios, I already said the first and the second would be killing enough people so the limit to awaken her true form or whatever is not reached but that might be too dangerous, after all you would need to end their lives without they even realizing what's going on.
So then a third solution came to me, what if she wants to spread terror and famine so people would welcome death instead of fearing it? if you push them to the very limit, death would feel like salvation and they won't fear it anymore, right?

continue to enjoy that Death clings to life to the extent that she does while also knowing that she can't afford to stick around. Maybe it's a misread on my part but I choose to think her hesitance on just, being eaten by Chainsaw, comes from a desperation to keep enjoying everything she's found in life for just a little bit longer

Either way, she's fascinating to me, very excited to see where this arc goes now that she has more notable devils carrying out her plans

Trying to bring about Nostradamus's prophecy in a different way that won't cause her to reach apotheosis? Because with others acting as her slaves, it's probably fairly close to "the Death Devil" directly causing the chaos without actually causing anyone to directly fear her.

Honestly im really not sure if part 2 will have a satisfying pay off compared to part 1 this just seems like a mess. Maybe something upcoming might change my mind tho.
