Ok, imagine that Libido is an industrial machine, chemical castration would be pretty much the same as pressing the power button in that machine and removing it's power cable.
The medicine he created works a lot different. Imagine that this machine called Libido works by using lust as a fuel. His medicine works by stealing the key to the door that takes you to that machine, and dropping the same key in a different room. The machine would have it's supply line cut off for a few minutes, which would cause a reduction on the production until the workers find the key to the door and restabilish the supply line.
The dosage of medicine would be equivalent to how far you choose to drop the key, but even drinking the whole bottle would only mean that you didn't just change the room, you also hid the key. It would take much longer for the supply line to be reestabilished, and production would halt for a time, but workers would eventually find the key and production would start afresh.
It's not a gay be gone medicine, and the guy wasn't castrated, he was merely disciplined, since he is a person who has an incompetent manager in his factory who let's the production go full force instead of properly controling the Libido machine and allowing it to create only the amount necessary to supply the market.
