It would've been very refreshing to see a usually looked down on character, who isn't the overpowered, reincarnated (optional) MC, turn the tides on an opponent. "Oh, you thought I was weak? I only led you to believe that" Kinda like this.

I think it's pretty clear she is much weaker than the elite troop and she even complains that every one loves learning stronger magic than her. Her strongest magic was easily overpowered by the elite's finisher after all. I assume her character type is the one that doesn't have high potential but can use her skills very effectively, a journeyman style character. My understanding is that Dorothy is a level or two lower than Aria's 4 generals. I assumed Mizuki would be above Dorothy in strength or at worst comparable otherwise what's the point of adding her as an ally with the current power scaling.

My current thought is that she's stronger than Licht's old companions but weaker than Dorothy. Weaker mainly because Dorothy has been shown to be a master of her discipline whereas Mizuki has not.
