The way I understand it, they're different countries and it's not like this one can just send the 'incomplete' hero of theirs to the front line early.

Lyngle, the country that summoned them, didn't have any hero of their own and after the last attack from demon army they're worried they can't repel another attack.
So they resort to hero summoning.
